I wouldn't necessarily think of it as starting over, per se, but yes, you need years of actual status at or above a given level to be in the running for LT status at said level. Would it really make any sense to give someone LT Plat status who happened to have n number of Silver or Gold years under their belt? I wouldn't say so, no.
