It can be done. I fly UA out of IAD a lot lately to get the rtw bonuses but live in YYZ. I go to the United counter here in Toronto, hand them my itin for a IAD departure and she gives me the boarding pass with no problems at all. I did it last week and will do it again this week.
Even internationally? Even then, I would have thought that YYZ was more likely to do this than a UX station.
