This wasn't at the CCR. It seems this was in the GF and the issue was at the GF entrance.
Also just to note that the 5 guests for a GGL does not apply to the CCR. A GGL can only go in to the CCR if they have a CCR card (in which case they get one guest courtesy of the CCR card), or if they are arriving/departing on BA F (in which case they get two guests).
