This is just ridiculous!

Dispute the charge - and charge them for the time you wasted to deal with this.

I can take up the case here locally by forwarding your case to a local paper (they would love to write about this, I am sure). Just email me (and I will email you my fax number, so that you can fax me the charge document) all the details, so that the journalist can make sure about the 'case' (he would for sure respect your personal dates, but needs them to be on the safe side when reporting).
