Yes Changi does have the weird setup where you're post-immigration but pre-security until you get to the gate.
KEF airport (iceland) has a similar setup for non-schengen flights.
upon landing, there's no transit security check. you are in the nonschengen transit area, can choose to go through border security or wait for your next connecting nonschengen flight
nonschengen transit area is a little boring though
