Transit passengers are already dumped airside in the UK without going through any sort of immigration. You fly HEL-LHR-USA, you go through transit security at LHR but not immigration.

The most logical explanation to me is just the idea that UK people have ridiculously low standards for many things (quality of infrastructure, quality of housing) so they haven't bothered changing any of this.
