Well, the easy fix is to simply allow law enforcement the power to detained, question and search anyone they want to, at anytime. They should be able to stop you if you look suspicious, are acting suspicious, or about to do something suspicious or thinking of doing something suspicious. To speed things up we should carry "papers" with us all the time that include who we are, our fingerprint, picture, family history, what we do, where we do what we do and when we do what we do.
Not sure if this has been tried anywhere before, but to me, it solves so many problems!
