Credit card spending and elite status/lifetime elite status

I'm trying to understand how this work so please bear with me. My DL account is currently set up as a non-US resident account so I don't have to worry about MQD. I know MQM is what I need to worry about to attaining status and ultimately lifetime elite status. I know credit card spending on Delta credit cards can help get MQM, but will this be counted for lifetime elite status? Can the Delta Gold/Business Gold help get MQM?

The current offer for the Delta Biz Reserve card gives 10,000 MQM after $3k worth of spending. At the bottom of the AMEX page, it also states that I can earn 30,000 MQM after $60k worth of spending. So I'm assuming that if I spend $65k worth of spending, then I'll get 40k MQM with the first 10k MQM awarded after $3k worth of spending in 90 days? With regards to getting the MQMs, I'm assuming that if I spend only $14,995, then I wont' get any MQM. It's only after I hit exactly $30k that I'll get the first portion and there's nothing awarded for in-between spending right? The 30k MQM for $60k worth of spending is not a one time thing, but rather offered on an annual basis right?
