Well, given that the rules explicitly include the walk-only ports of Futian and Luohu as permitted exit points, I’d describe the rules not as ”clear" but as confusing. As we've discussed before in this thread.
The rules are clear, though, that you cannot walk in.
They are not confusing because you must have an
air, cruise or train ticket to a third country. That comes first, the entry and exit points are secondary. If you are at a check-in counter they will look for the air, cruise or train ticket to a third country.
In that sense the rules are clear. A check-in agent in Chicago isn't going to care less whether or not we know one of the exit points listed only has a land border. You won't be flying unless you have an air, cruise or train ticket.
