A passport or national ID card *is* needed on intra-Schengen flights. All passengers on intra-Schengen flights need to carry proof of citizenship (passport or national ID card), it is just not routinely checked by immigration officers when travelling between Schengen countries. But for check-in you still need one of these documents.
