I received a new Capital One 360 debit card today. On the downside, no contactless (despite having such on their credit cards), but it doesn't look like the CVM lists changed at all at least.
BTW, according to the Revolut app, ETA for the card is supposed to be today or tomorrow (depending on whether I use the iOS or Android app). No card today, so we'll see tomorrow. Next step if this second card doesn't arrive is possibly going to be either (a) re-request via the iOS app, (b) temporarily upgrade account to get tracking info or (c) escalation with their CS. I'm not too comfortable with (c) since there's a chance my account's enablement was a "mistake" and it could get closed, but I'm also not feeling like spending money I shouldn't have to.
Also, I still can't see the USD account's info in either of the apps; it definitely showed up before. I'm not sure what that means since there's still a space in the UI for it (vs. the EUR and GBP accounts which still say "info coming soon" or similar).
