I agree that he shouldn't be required to carry it, and that the comment by the crew was ridiculous (if true), but if I were in his position and traveled frequently with such an important item, I think I'd invest in a seat-belt extender so as to avoid any issues.
Unless, of course, I'd be more interested in complaining about it afterwards if it wasn't provided or provided with unnecessary commentary...
