It depends on what route you are flying.
Premium Economy on China Airlines is hard to beat on A350-900 as the layout is 2-3-2 in a very small cabin. It's quite exclusive itself. The only downside is you will have to travel down to Economy cabin (but that also means no one will travel into PE cabin) for lavatory as the ones in the front are for Business Class. I am unsure if a cheap North Face amenity bag will swing you so I won't mention that.
If we are talking about 77W then I don't find much differences between the two. There are 4 lavatories between the two cabins and I would not want to seat anywhere on that last row (37).
