In rural places in Wyoming, the local bar will sell 'packaged liquor' to go, so do many breweries with their beer. Small towns will usually not have grocery stores big enough to have an attached liquor store, so the bars serve as the liquor store.
It is actually quite fashionable in San Francisco; people will fill a growler up with draft beer to take home. I've also seen this at a HEB in Texas.
