Agree that, if true, this is a hit to the value of BXPs. That said, at times C-class inventory is released close to flight time but prior to the airport standby list being cleared. There are also passengers without stickers and/or status that could be interested in using a BXP regardless of waitlist/standby priority.
I just have a feeling that the application methodology of the BXP is broken or not working as intended. An instrument that can immediately book into C inventory is clearly more powerful than a comp or sticker upgrade and should sit in an appropriate spot in the hierarchy within each status level. I can understand a rationale of it sitting behind SWU/Miles+Cash upgrades, but they should always be willing to take an instrument ahead of giving out a comp (again, within a status level).
