It wasn't when I left Sunday, July 14 but, I was reminded that it's unusually cooler this summer.
Sept is over a month out so I'd think it'd be warmer, at least near the beginning.
My thought is farther north is cooler but I've read places like Hokkaido has more rainfall then.
Early July can still be cool and rainy. August is generally extremely hot and humid in Tokyo, although other parts of Japan (Sapporo? Fuji? Hakone?) might be better. I've been in Japan, in both Tokyo and Kyoto, at the very end of August when it was miserable.
