In my experience, every online PIN preferring debit card that I've tried (UNFCU, Capital One 360, local CU's debit card) allows bypass. UNFCU also allowed bypass on credit cards last I checked, but it also only supports offline PIN. Diners Club MC declines all bypass. I should try bypass on the the Andrews FCU card, come to think of it. I should also try the UNFCU Visa debit card at Taco Bell to see if it's just a MC issue or if it extends to all networks.

Speaking of declines, Chase might have actually declined fallback for the first time ever. At Ralphs today, the self checkout kept telling me "chip malfunction" on my CFU before allowing me to swipe, after which I got a "not authorized" error. I didn't get any fraud texts or emails, though, so I can't be sure it was an issuer decline or something up with the specific SCO/terminal. (Diners Club MC worked fine on the first insert after the decline.)

BTW, no contactless, but that's probably not a surprise.
