However, AFAIK, offline PIN still seems to work okay, so one should be able to ignore their prompting and continue to use cards that prefer it.
Same here. Online PIN is definitely messed up. I tried both an online PIN preferring debit and credit card today and both failed. I then tried an offline PIN credit card and it succeeded. I haven't yet tried PIN bypass to see what would happen. I suspect First Tech would decline, but the debit cards just might approve (though I can't say that for sure).

Currently I have two PIN preferring debit cards, Capital One 360 and Ally Bank. I will have to try them both and see what they do when bypassing PIN.
