That might fly out here in California, but in may other parts of the country that wouldn't happen.
Also, since most places now seem to be getting on with EMV, I don't see how that would be an issue, especially if it came 5 years or more later on down the road when everyone already has it. After all, eventually the plan is to get rid of the mag stripe completely (though realistically that could be some 20 years away.)
