Does anyone know who I should contact? AMEX or Hilton?
"About" is the more important word there. Mine took 9 full weeks plus or minus a day after my upgrade from Ascend (aka Surpass) to Aspire..(I know i started my spend a day or two after upgrading, when Amex showed "Aspire" online, and it's 9 full weeks from the day I started spend to the day the email announcing my free weekend night came.

Amex is the one who issues it, so they're the one to ask. You could Chat with Amex while logged into your account and viewing your Aspire card; the benefit of chat is that you can save or print the transcript.
