In the event NH is selling premium economy seats on the day of the flight, how much better are they than the Y seats? Do they have fixed armrests?
Just make sure you all have confirmed C or F seats so you don’t have to hear the caterwauling...
NRT-IAD is generally 9-across (looking at the past 7 days on flightradar only 1 day was 10-across) so unless you luck out it should be a relatively pleasant experience. And if 2-4-3 sticks I'd go for 2 rows on the 2-side instead of 4 in the middle. Also bulkhead seats aren't chargeable but rather blocked for infants/bassinets so might be worth trying to ask at check-in (or calling and requesting a bassinet if the smaller kid is small enough).
PY seats have fixed armrests and IMO not that much better than 9-across Y, however you do get more space, actual recline, and a smaller cabin, but that's about it. Food and service basically identical to Y with some very small differences. However I doubt there'll be 4 PY seats available at check in — probably only the middle seats left and not worth upgrading to.
