Is there a common theme in that an aeroplane is designed but then modified to make it bigger? It is presumably cheaper to start with an existing model and bolt bits on but that’s not the same as designing the new version from scratch.
It is also important to manufacturers that it remains the same "type" and not a new model, as all crew have to be certified to "type", and that will affect purchase decisions.
