You seem to either have gotten a very strict agent or they are now cracking down on oversize carry ons.
Never have they even looked at the scale at JFK whether it was AY's own staff or the infamous Swissport when I check bags nor have I received comments about my carry on. Last time I was even proactively offered to take a rather large and a good 30lbs carry on at the counter. Decided to check it anyway as my connection was on an ATR. I am Gold and was in J that day, YMMV with your status and cabin.
