I wonder if it is a network issue. I purchased a pair of tickets a month or so ago through the DL site and it went though just fine.
If VbV can’t see the attempt, it’s the originating site. Not Chase, or VbV’s fault. Unfortunately that seems to be the case many more times than not. Something isn’t right on the originating site, but unless you call you can’t confirm that.
Poor underlying code/infrastructure is sad. I see it all the time as a software engineer.
