I've read that from CATSA, and have been told that because my flight arriving in TO is coming from FRA even thought my origin is DOH, the no collecting bags still applies (From AC on twitter, so should be believable) . There is a small room that handles immigration for connecting passengers that doesn't require you to clear security again. It's on the arrivals level to the left just before you go down to the main immigration hall. A bus then takes you over to the D gates, airside.
Get your duty free packaged in a clear security bag in case you do need to pass through security again. I took a bottle though there last week and there were no problems.
