Last time (2015), I had to collect my bags, go through customs and then place them on a belt to be rechecked and the proceed onto my connecting flight. Many international-domestic connections with AC do not require additional security screening at YYZ. Give you're originating in DOH, I'm not sure if that would impact whether this would occur or not.
In any case, CATSA allows duty free purchases through security screening as long as it's packaged properly. Details here:
