At times the traffic can be horrific, even on 280. On a busy Friday afternoon I could easily see it taking an hour to get from Palo Alto/Menlo Park to SFO by car. I suspect this is just one of many routes Voom want to open up and PAO airport was just an initial obvious choice to start some kind of service out of. I suspect they will start to expand into the North Bay including Marin and Napa down the road. They are already at Hayward Excutive airport as well. As of now they are offering only limited service and are running 2 five seat helicopters (don't know the exact type). My guess is in the years to come vertical take off vehicles/aircraft will become more common and in places like SF, LA, and DC where traffic is horrible you will get more and more of this type of service offered.
