I would personally never accept that accountability as a moderator. Takes enough time to just moderate the posts... but to now have to be the decider of when someone can post somewhere else... boy will the moderator favoritism arguments come out in force. Can you imagine 50 different moderators having 50 different standards for "recommending" a member? Also, if someone gets turned down by a moderator, do they get to go moderator shopping until someone says yes?
Everyone is raising a ruckus because one or two people decided to "game" the system to get their 100 posts... this is NOT a major problem. The appropriate moderators took action... we make it worse when we keep bring attention to the issue.
