That fin might not have been scheduled for the flight. It could have been parked safely out of the way, waiting on non-critical maintenance - or having 8 hours of maintenance done stoically in a hanger. Imagine, then, a worse off A/C landing, and the one in the hanger getting buttoned up and polished off, giving you only an hour delay.
