They sometimes don't have the vouchers and without the voucher, even F boarding pass doesn't let you use it, so it can be pretty bad. (It still won't solve the problem at HND due to being completely devoid of fast track immigration though.)

Haneda does suffer from capacity issues in many ways in the international terminal. They really need to do something about with all of the new slots being added. The ANA donestic terminal getting some international flights will not help for arrival immigration as it will be departing only, all arrivals will be at the current international terminal.
