It wouldn't surprise me if there are other luxury properties where standard rooms cannot accommodate four, for example in some historic buildings rooms can be small (US Grant in Dan Diego for example) or some Ws like Lexington in NYC. Higher tier hotels are less likely to have a lot of rooms with two big beds and might not want to have very many people stay in one room. Design hotels also tend to have the flexibility to set their own rules.
