I suspect that the wording about Shell Drivers Club is due to a copy and paste error, followed by a proof-reading failure. That is a very specific condition to not be explicitly mentioned in the text of the email about the promotion.
I have no idea if I've collected Avios with Shell Drivers Club in the past 36 months. I haven't bought fuel at Shell for ages - I don't know if the last time was less than 3 years ago. My Shell card account was set to auto-convert into my Avios account, but it's no longer available to check as Shell Drivers Club has now closed down. My Avios account is also no more, so I can't check there.
I think it's more likely that the wording of the condition should have said "collected Avios with Tesco Clubcard in the last thirty-six months". I'm waiting to see if they send out a correction.
