Why not just ask the guy what's up? Tell him it seems really strange what he is telling you. Tell him that if you were to take this deal, you want to call someone else to verify this first.

That will either make him stop or he really is weird and you should call.

Anyway, at least you'd be giving him a chance to realize what he was doing in case he was just trying to be helpful.
