I think the change was in preparation for installing ticket barriers. Barrier staff can choose to turn a blind eye too if they want.
IME, barrier staff use the time-tested "attitude test" when making a judgement along these lines. Same applies to getting into the station to help someone off the train, or to use toilets or that particularly good coffee stand.
