I think the rule is, premium or not, a domestic flight gets the sundae if it's at least 2,200 miles and coded for "lunch" or "dinner". The westbound premium transcons switch to "snack" after 8pm. Ironically, several westbound non-premium transcons (e.g., PHL/CLT/MIA-SFO) seem to remain as "dinner" (and get a meal and made-to-order sundae) even after 8pm, for as late as they run.
