Yes, fly to Itami airport (ITM) in Osaka. Take the convenient limo bus from ITM to Kyoto. Both JAL and ANA have flights departing as late as 19:20. Tourists are eligible for discount fares significantly cheaper than shinkansen fare. Much less hassle.
