How about this, then: what if every preboarder must have a sleeve - blue for disabled (who go first), some other color for general preboarders? Everyone who wants to preboard needs to check in at the podium to get a sleeve (where there's not a lot going on these days with BP thru security, connecting BPs in originating city, etc.)
