Because T2 and the HGI is next to the tube station, if you can use the Underground I would do so. HEX and TfL Rail are nearer to T3 so you have an additional set of passageways to go down. The Underground trains do have a luggage area by door 2 and since that is the terminus, and you're getting off on the next stop, you're not hassling commuters with suitcases.
