Interesting! When I go to jreast.co.jp/e/pass/ and click on the full Japan Rail Pass it takes me to a link to japanrailpass net/en/ It does seem like some of the smaller area passes may be eligible for 3x. The JR EAST PASS (Tohoku area) pass link takes you to the following link which shows ACP Rail in the top right corner as you describe: eastjapanrail com/#/product/JR EAST PASS - TOHOKU AREA
