So just to update, this was in process for about 6 months... after a few weeks I escalated to tell-us@ account and they asked PC to look into it, for which there was a stock "we are looking into it already" response;
after trying various escalations (twitter, via CMB office, etc) I wrote again to tell-us on June 16th and the correct QPoints/QMiles were awarded (as Adjustments) by June 20th
I guess the lesson is that when booking Economy Saver on O/T classes, get a confirmation from QRPC that they will credit as Economy Saver, and then be ready for some hassle with QRPC to get it done.
For the record, this was what I asked:
I'm looking at some promo fares. When I select Economy Saver pricing, I am usually seeing O class, and sometimes T and N.
1. If I book Economy Saver on O or T class, will my flights be eligible for upgrades using QMiles/QCredits (my understanding of the Upgrade terms and conditions is that they will be)
2. How will I earn QPoints? The Calculator shows O,T only as Economy Promo and only N, Q, S as Economy Saver.... but if I am selecting "Economy Saver" fare, then shouldn't QPoints earning be as for Economy Saver category? After all it is considered as being Economy Saver for upgrade purposes.

We have forwarded your award upgrade query to our concerned team. Our colleagues will get back to you as soon as possible.
Further, with regard to your mileage earning concern, we wish to inform you that the Qmiles and Qpoints will be awarded to you as per the accrual ratio of the fare family booked by you.
Please note, depending on certain factors few class of bookings may be sold as Promo fare or Saver fare. However, the members will be earning mileage for their flight activities as per the fare family i.e. Saver, Value or Flexi selected at the time of booking.
Hence, if you are reserving your booking in Economy Saver fare, you are eligible to earn mileage as per the accrual ratio of Economy Saver.
