I suppose there have been a few times when the person behind me used my seat back to get up. It's hard to recall details because I normally don't keep logs of normal human behavior.

If you're going to rant and rave because someone sitting 30 inches behind you uses your seat back to stand up, I would suggest sitting in the last row.

I don't use the seat back in front of me to stand up because I don't need to, owing to my excellent fitness. Many people have backs and stomach muscles that aren't as good, sometimes not their fault, and sometimes from years of laziness.

Anyway, as long as someone doesn't shake my seat like a crazy person, I hardly even notice, much less get upset.
