It's more complex than explained in the quoted post. Suffice it to say that LH is cutting off transfers because those create a higher risk (in LH's view) of being deemed a currency under the German act than simply awarding miles based on flight activity (which LH continues to do).
This is pretty old news btw, not sure why it's being retread now.
