It is accurate. You walk a little bit along the motorway, then across the river (15 minutes to that point), and then through the old town up to the main square. The disparity in quoted time is based on what landmark people are referring to; all the way to the square is 30 minutes, and a very scenic walk. I always enjoyed it.

Not in my experience. As an HGI they don't have too much to work with. I don't believe I was upgraded (but the rate was dirt cheap, so I didn't complain). I remembered the breakfast being very good, but that is my bias as an American - easily impressed. Coming from continental Europe you'll probably consider it fairly standard.
