This is a tight but doable connection if the inbound is on time. Once off the plane, you will have a several minute walk to passport control, depending on your gate. If you are eligible for Mobile Passport, I recommend using it otherwise look for the Quick Connections line. Otherwise, if you are eligible for the regular kiosks you should be through immigration in about 15 minutes. If you check bags, add a few more minutes to claim them and recheck them after customs.
You'll then need to reclear security. Make sure your flight is in fact leaving from T4 that day. If so, I'd try lower level first, and if it's really backed up you could try upper level. Worst case 15 minutes to clear security, then another 10-15 to walk to your gate. If your flight leaves from T2, you can transfer airside or landside in about the same amount of time. Landside requires some outdoor walking, but T2 security is usually less busy.
