Update: I got a prompt response from the GM, and he clarified that only leisure guests should be charged the fee, not business (although their website does now clearly state the fee, and no delineation between leisure/business.) While they did not explain why the fee/change, I suspect that Often1 is correct, and the fee was minor to defray costs, and the lot was likely being used by non-guests.
