NYS law exempts taxis and liveries from passenger child seat and seat belt requirements, and all e-hail vehicles within NYC are licensed liveries.

So your driver will not give you a hard time if you want to ride with kids on your lap or strapped in using regular seat belts. But since it's not the safest option, they also are required to let you install your own seat if you want to. And both Uber and Lyft offer a driver-provided-and-installed car seat option for a $10 premium over the regular UberX or basic-Lyft fare (although not every vehicle has a child seat, so you might have a longer wait for your pickup, and then wait for the driver to install the seat).

The other option is to drop your family at the terminal before you go park.
