In either Samui or Phuket you do risk constant rain that time of year. I've been to both . . . lucky with the weather in Phuket, not so much in Samui (though the stats say Samui has fewer rainy days).

VB for 6888 THB is a deal. They were nearly empty when I was there last October so odds of upgrade are strong.
