Yes - I have a good friend's experience to share. She and her husband were in PY class on a medium-haul flight. The husband ended up with a string of rashes on his arm which looks quite like the welts on OP's torso - very likely bed bugs on his seat which caused the reaction. She called CX and spent about 3 hours on the phone going back and forth... and finally got a pair of upgrade vouchers. She was pissed off as she felt CX should have done more, and felt that her 3 hours could have been better spent.
