For TWOV purposes, the 24 hours starts ticking with URC arrival, not CAN arrival. Whatever the ticket confirmation might say, "technical stop" is a bit of a misnomer as it is sold in segments and passengers will be disembarking at URC as well as getting on for the flight to CAN (and beyond). Not only Airbus, but Chinese regulations normally require all passengers to deplane during refueling operations which will certainly be a part of the URC stop. So @theface and his carry-ons will be temporarily offloaded even if it's the same aircraft continuing on to CAN.
Thank you all so much for your commitment in this topic. I really tried to find hard evidence about the situation besides the Timatic database, so I called China Southern in China (referred me to Urumqi airport +86 991 3801453 - if anyone would like to call), asked China Southern in Germany (they claim a Visa is needed, no known information about any 2h TWOV), called the Chinese Embassy (referred me to the Visa Service Center), called the Visa Service Center (referred me to Guangzhou Airport immigration +86 2036066950 - if anyone would like to call) and finally called the airport in Vienna to ask the ground staff at the Check In counter (not possible to get a call connected there). Itīs just ridiculous and besides "it should work normally" there is no hard evidence. Sure, there are no negative reports of people getting denied boarding or detained in URC so far (except the 72h TWOV girls from NZ, but that is just a completely different story), but also not a bunch of positive ones (except the Spanish guy here in the forums in last September). Itīs a very uncomfortable situation with a flight like that coming up and being in such a limbo.
