You might agree with my conclusion, but that's not what I meant to imply as far as process. If past URC procedures are still holding true, poster will pass Chinese Entry Immigration at URC similar to all other Chinese first port of entries. Then Exit Immigration at CAN. Of course, it is possible that there is now a different procedure in use and the TWOV passengers doing URC + CAN combo will be gathered up by CZ staff upon landing in URC, and escorted to secure area until boarding for CAN flight, without Immigration processing.
For TWOV purposes, the 24 hours starts ticking with URC arrival, not CAN arrival. Whatever the ticket confirmation might say, "technical stop" is a bit of a misnomer as it is sold in segments and passengers will be disembarking at URC as well as getting on for the flight to CAN (and beyond). Not only Airbus, but Chinese regulations normally require all passengers to deplane during refueling operations which will certainly be a part of the URC stop.
